Dummies
Do note that the title does not refer to the four DUMMY Cards, as they seemed to be duplicates and either functional or non-functional. There is one in the Hair & Makeup Cards data where it uses Classy Hunting Cap so it's possible that there was going to be another card for 2007 Summer Collection/Version 12 but it got shifted to the 2007 Autumn Collection instead. As for the Special Items Cards, there are lots of extras which most of it are non-functional except for the three. These three cards have since been available from 2005 Autumn Collection/Version 1 onwards, and scanning one of these cards triggers the Magical Eyewear but it puts on the third pair of eyewear instead.
Dress Up
Aloha Tropicana
Applicable to International Versions
This card is not available in the International versions, and was likely intended to be a Special Limited Edition Card available in Taiwan for the 5th Collection along with Sun Checked Aloha. However, due to the sudden unheard discontinuation of Chinese cards distribution (which stopped at Version 9 and did not produce Chinese version 10-12 cards), this card was never released.
Colorful Dot
Applicable to International Versions
Although the International version did not reach up to the later Japanese collections, this card was left lying around in the data since the 2004 Autumn-Winter Collection.
Flower Work
This card did not appear in any of the versions. According to the data, this was added around the 2004 Autumn-Winter Collection/2005 Spring-Summer Collection of the Japanese version. Interestingly, in the DS port, there's a data for this unused card but model and texture are missing.
Pretty Pink Devil
Applicable to International Versions
This card was cut out from the main roster in the International versions, leaving its data unused. Should it be hacked into the game, it will play out the voices for the card's name in their respective language, suggesting that the card was originally going to be part of the main roster before it got removed at some point of localizing due to unknown reasons.
Rainbow Dress
Remnants of this data only included the voice data, which is voiced in Japanese, the only oddity is that it is placed after the voices for Hair & Makeup Cards and not along with the Dress Up Cards voices first. It's possible that it could be the beta name of Ravishing Rainbow or a scrapped Hair & Makeup Card despite the odd name.
Sun Checked Aloha
Applicable to International Versions
This card is not available in the International versions, and was likely intended to be a Special Limited Edition Card available in Taiwan for the 5th Collection along with Aloha Tropicana. However, due to the sudden unheard discontinuation of Chinese cards distribution (which stopped at Version 9 and did not produce Chinese version 10-12 cards), this card was never released.

Eyewear (DUMMY)
DS Collection Cards
Applicable to International Versions
As there isn't an overseas localized DS port of the game, these cards went unused for the International version. However, if it's hacked into the game, it plays an unused audio (used in the Japanese version) that mentions the DS version. This suggests SEGA may have considered making the game non-Japan exclusive but it's possible that they just have the whole audio files dubbed into the respective language.
Magical Decoration
Applicable to International Versions
As there isn't an overseas localized DS port of the game, this card was left in the International version's data. Hacking it into the game triggers a change in the fashion meter with sparkling effects (though the effects are removed when you reached the tambourine portion).
LB Style/Magical Point
Applicable to International Versions
The LB Style Square store was only available in Japan, so this card never made it out of Japan. Interestingly, the card has a different name (came from the card itself that has マジカルポイントカード on the middle), and what's more surprising, there's also an unused audio where Love and Berry chants LB Style (which is used in the Japanese version). Scanning this card changes the selected character's room and transformation background to a much colorful and vibrant style. The music gets changed as well. However, the LB Style Logo that was present in the Japanese version is omitted.
Miracle Accessory
This Special Item Card, along with Magical Accessory, went unused in all of the arcade versions. According to the data, it seems to be originally intended for the 5th Collection. Unlike the unavailable cards with the exception of Classic Cleopatra and Hat Of Grace that were named DUMMY, it was given its own English name (the Chinese version was not given one). Scanning this card replaces the accessory of the scanned outfit with another outfit's accessory but it does not nerf/buff the Dress Up Power, however it will crash if the selected character is in her own pajamas or default clothes. This card may have inspired the Accessory Cards (Japan only).
